The 7th plenary sitting held in Brussels marks an important phase in the Union’s life.

During a grand ceremony, Mr. Lucien Cooremans, the Union’s general founder, transmitted the presidency’s power to Dr. Petrucci, mayor of Rome. According to the unanimous wish of all delegations, the mayor of Brussels has received the honour of presiding the Union.

An extensive programme, promoter of European integration, its realisation planned during the year 1964-1965, is approved. It mainly consists of the following activities:

  1. The second meeting of the youngsters will be held in 1965 (probably in Bonn),
  2. Amsterdam will organise an airlift. Its objective is to transport about 600 inhabitants of the member cities from one of these to another.
  3. A meeting of communal headmen with regard to information will be held in Brussels.
  4. Luxembourg will organise a meeting of communal senior officials.

Moreover, it has decided:

  • to institute in each city a permanent information relay towards the other capitals.
  • to publish a brochure about the U.C.E.C. and the member cities of this Union,
  • to investigate the publication of a book concerning the six capitals,
  • to publish a periodical bulletin containing news of the six capitals.

In order to strengthen the interest of the European institutions for the U.C.E.C. and the assistance they should provide it, the delegations have been received by Mr. Walter Hallstein, chairman of the Commission and the C.C.E. and by Mr. J. Rabier, chairman of the common service of press and information.
