The reports are presented

  • by Rome, on the development planning and the new regulatory plan of Italy’s capital,
  • by Amsterdam, on the phenomenon of depopulation of the urban centre,
  • by Paris, on its relations with the region,
  • by Brussels, on the guiding plan of the decoration of the urban zone.

The general secretary presents a synthesis report concerning the tourism problems and the possibilities of collective action by the six members about this subject.

Luxembourg


The sitting takes place in view of the millennium of the city of Luxembourg. It is essentially devoted to the study of the reports and propositions of the six cities for a co-ordinated action in the field of tourism.

The city of Rome proposes the organisation of scholarship students interested in the problems chosen in general consent and concerning the European idea in different fields: cultural, administrative, economical, or the relations between the six European capitals (principal consent is given there).

The city of Brussels suggests to group the delegations of the six cities together, which will be received one at a time, in each of them (principal consent is given there).

The city of Bonn proposes the exchange of cultural en sportive happenings. Amsterdam asks the establishment of a common calendar.
Finally, Paris makes a report concerning the creation of a Telex network: “Welcoming of Europe linking tourist centres”.
Also discussed are: the question of the broadening of the Union’s field of activity as well as the one concerning the reinforcement of the executive of the latter and the coherent budgetary problems.

Bonn

The theme of this sitting is devoted to the study of the European idea and to the possibilities to develop it in the population of the six capitals. Important decisions are taken concerning the working of the Union.
It is, for example, decided that the presidency of the Union of Capitals will be guaranteed, alternately, by the mayor of the city where the plenary sitting will be held, and this during the year preceding this sitting.
Mr. Cooremans accepts to remain on duty of presidency until the plenary sitting of May 1964 in Brussels.
The calendar of plenary sittings until 1969 is approved.

The proposition to constitute a permanent secretariat with permanent personnel is approved.
The agreement is obtained on the quota of each city at budget of this secretariat.
The permanent general secretariat of the Union of Capitals will be seated in Brussels;
Mr. Georges Chantren is officially appointed general secretary of the U.C.E.C. (address: 10, Eikstraat / Rue du Chêne, Brussels – Tel. 13. 44. 77).

The assembly also wants to pay attention to Rome’s proposition to prepare a meeting of European youngsters, a Parisian proposition to publish a paper in six parts about the capitals of the Union and another Parisian proposition aimed at creating a feminine association in the capitals.
